From among 11 meetings, the Committee held a visiting session in Chernihiv Oblast entitled “On the activities of state executive power and local self-government of Chernihiv Oblast regarding adherence to Ukrainian education legislation in order to secure functioning and quality of secondary education”.
81 of 113 issues considered by the Committee were dedicated to discussion of draft laws and resolutions of the Verkhovna Rada. The Committee has also scrutinized more than 1585 letters and appeals from educational and scientific institutions, central and local bodies of executive power and citizens.
4 bills are prepared for consideration by the Verkhovna Rada in the second reading. 30 legislative acts were prepared for consideration in the first reading and submitted for consideration by the Verkhovna Rada of which 12 are suggested to be adopted as a basis; 4 – as a basis and in entirety; 2 – in entirety; 5 bills are suggested to be rejected and 7 – to be recommitted to the subject of legislative initiative.
The Committee has also held hearings.
During the Committee hearings entitled “On law enforcement of higher education development” held on February 27, 2013, new versions of the Law “On Higher Education” registered under No 1187, No 1187-1, and No 1187-2 were debated.
The Committee held hearings entitled “On the state and legislative support to financing scientific and sci-tech activity”, held on March 13, 2013.
Special attention was attached to conservation of scientific objects of national significance, increasing the status of a scientist and scholar, etc. Following the results of hearings, the Committee prepared Recommendations.
The round table discussion entitled “On the status and problems of legislative regulation of planning and publication of manuals, textbooks and instructional material in the system of education of Ukraine”, organized by the Committee jointly with the Ukrainian Publishers Association, was held on June 13 2013.
The round
table discussion entitled “On the State and Perspectives of Regulatory Support
of Continuing Pedagogic Education” (on the basis of Vasyl Stefanyk Subcarpathian
National University, Ivano-Frankivsk) took place on 06/14/2013. The aim of the
event was the discussion of the Concept of developing continuing pedagogic
education in Ukraine. During the discussion, the ways of bringing the content
of fundamental, psychological-pedagogic, informational, practical,
social and humanitarian training of
teaching staff to modern realities and European practices were discussed. Recommendations of the
roundtable discussion were sent for consideration to the Ministry of Education
and Science. The Committee
also held the All-Ukrainian seminar-meeting with educational trade unions, where
the issues of legal regulating of remuneration and compliance with statutory social security for teachers were
discussed (March 20, 2013). People’s
deputies, representatives of central bodies of state executive power, representatives
of trade unions of education and science of Ukraine, chairmen of commissions on
science and education of oblast councils, leaders of local bodies of state
executive power and bodies of local self-government in the sphere of education,
chairmen of oblast organizations of trade unions of science and education workers
participated in the event. The main
aim of the seminal was the discussion and development of effective legislative
mechanism of raising the status of teachers and returning social
security. As a result of the meeting, a letter was sent to the President of Ukraine and the Government regarding solving existing problems in the organization of wages of scientific, pedagogical and teaching staff. The Committee
also held meeting with the representatives of the Churches of Ukraine (02/14/2013),
where the issue of state recognition of theological educational institutions
was discussed. Participants of the meeting noted that today in Ukraine there
are 202 religious schools, but their diplomas are
not recognized by the state, and graduates are perceived by the state
bodies as having only secondary education. Therewith, it
was stressed during the discussion that the diplomas of Ukrainian religious
educational institutions are recognized abroad that enables their graduates to
continue their education in foreign universities (both religious and secular) under the higher level programme.
